The Bajío Logistics Gateway in Guanajuato joins the Mexico Plan

The Bajío Logistics Gateway in Guanajuato joins the Mexico Plan

Guanajuato Governor Libia Dennise García Muñoz Ledo signed the Letter of Intent this Thursday for the implementation of the Economic Development Hub for Well-being (Podebi), which integrates the Bajío Logistics Gateway project into the national strategy of the Mexico Plan for import substitution through the country's industrialization.

The Bajío Logistics Gateway is a "dry port" to be built in Celaya through a partnership between the state government and the Spanish group Azvi, with the participation of Ferromex and Canadian Pacific Kansas City (CPKC).

  • Mexico reached a record $21.4 billion in Foreign Direct Investment (FDI) in the first quarter of 2025, Economy Secretary Marcelo Ebrard reported Thursday. It will feature modern infrastructure such as rail terminals, loading and unloading areas, customs, last-mile services, and export and import connections. The first phase will cover 51 hectares with the potential to expand to 200 hectares.

This project is designed to transform Celaya and the entire Laja-Bajío region into one of the main logistics centers of the country and the continent. Celaya is one of the points where two major railway lines, Ferromex and CPKC, intersect, through which 23% of all the country's rail freight transits.

Additionally, the area is very close to Highways 45 and 57 and three automakers: Mazda, Honda, and Toyota, all within a radius of less than 50 kilometers, the governor noted.

Azvi, with experience in infrastructure development, will be responsible for the design and construction of the complex. The first phase of the project will have an investment of 2.5 billion Mexican pesos, according to company information.

The goal is to promote rail as a means of freight transportation to reach the United States and Canada, as it is safe, efficient, sustainable, and environmentally friendly. The Bajío Logistics Gateway will have rail terminals for sectors such as agricultural bulk, automotive, and containerized cargo, offering the logistics solutions required by local industries, the company explained.

The project was already being worked on by the local government, but now its inclusion in the Economic Development Hubs for Well-being has gained further momentum.

“On behalf of the people of Guanajuato, I want to thank our President Claudia Sheinbaum and the Secretary of Economy, Marcelo Ebrard, for this great project that benefits Mexicans, Celaya, and its region. Thank you, President, because we have found the full support of your government for Guanajuato,” the Governor stated.

From September of last year to the present, Guanajuato has attracted $2,298.43 million in investments, creating more than 11,000 jobs.

During the morning event, the locations of 15 Economic Development Hubs for Well-being were announced, distributed across 14 states: Campeche, Chihuahua, Durango, State of Mexico, Guanajuato, Hidalgo, Michoacán, Puebla, Quintana Roo, Sinaloa, Sonora, Tamaulipas, Tlaxcala, and Veracruz.

The Economic Development Hubs for Well-being will be industrial parks for the establishment of companies that promote regional development and employment, offering tax breaks and incentives for those who choose to invest.
