In the midst of the housing crisis, the government has approved a ministerial order to streamline access to credit for real estate developers. Specifically, the new regulations shorten the timeframe for companies to obtain financing by incorporating simplified planning permit models, which many city councils are already implementing.

According to the department headed by Carlos Cuerpo, certain requirements will be established for administrative authorizations to obtain an appraisal and begin construction without having to wait for the final permit.

According to the Official State Gazette, the ministerial order clarifies the characteristics that these simplified licenses must have in order to obtain an unconditional appraisal and for the housing development to be able to constitute a mortgage guarantee.

These "essential" licenses will be issued after verifying compliance with certain volumetric conditions, as well as other urban planning parameters determined by the municipalities within their jurisdiction, the Ministry explained. Furthermore, the construction work that can be carried out with these simplified licenses must represent 60% of the total work to be carried out.

Furthermore, the new Appraisal Order includes a new sustainability principle in the valuation of buildings, aimed at including environmental and climatic factors in the property valuation, including, among others, the Energy Efficiency Certificate.
