Pemex will be self-sufficient by 2027, says Claudia Sheinbaum.

In the halls of the National Palace, Claudia Sheinbaum uttered a phrase that resonated as an echo of hope and rupture: "Pemex will be self-sufficient by 2027." The promise not only embodies an economic goal, but also a new chapter in the history of a company that, for decades, was squeezed to exhaustion by aggressive fiscal policies.
The history of Petróleos Mexicanos has been turbulent. Between 2008 and 2018, its debt grew by 129.5% , reaching $105.8 billion . Neoliberalism left its scars. But since 2019, it has been reduced by 16% , and the new plan projects that, by 2030, it will fall to $77.3 billion .
The end of budgetary dependence
President Sheinbaum presented Pemex's Comprehensive Capitalization and Financing Strategy , with a clear vision: to make Pemex a profitable company that does not require support from the public budget . The key, she explained, is to address the inherited debt with fiscal intelligence and a long-term vision.
During 2025 and 2026, the government will continue to support the oil company, but the goal is for Pemex to pay its debts with its own revenue starting in 2027 .
Lower tax burden and new investment model
Finance Secretary Edgar Amador explained that the plan includes a reduction in the oil tax to 30% , compared to the 65% applied during the neoliberal period. Additionally, new financing instruments will be implemented, such as a 250 billion peso investment vehicle to pay suppliers and strengthen strategic projects.
The administration is also reviewing contracts inherited from Peña Nieto 's administration, which Sheinbaum described as "leonine." The goal is to protect Pemex's strategic nature, with special attention to projects such as Zama and Trion , large fields in the Gulf of Mexico.
One of the plan's pillars is the reactivation of the petrochemical complexes that have been abandoned for years: Morelos, Cangrejera, Escolín, Independencia, and Cosoleacaque . This will boost development in the southeast of the country and create jobs.
In addition, investments will be made in three new gas pipelines , connecting northern and southern regions and ensuring the energy supply to the Yucatán Peninsula.
This new chapter is not only being written with numbers, but with technical knowledge. Claudia Sheinbaum, a doctor in energy engineering, personally led the design of the strategy , something unprecedented in Pemex's history. Her academic training and scientific vision have allowed her to chart a path based on data, planning, and energy sovereignty .
