The legal report commissioned by Vigo City Council to analyze the rigging of the 2030 World Cup venues concludes that "the principle of objectivity was violated" in the process that excluded the Galician city and demands that FIFA include Vigo to replace Málaga, which has just submitted its resignation.

The analysis, prepared by the Montero Aramburu firm, dissects the scoring manipulation, revealed by EL MUNDO, which led to Vigo being excluded in extremis in favor of San Sebastián's Anoeta stadium.

The scandal led to the resignation of María Tato , the head of the World Cup bid, after it was found that she had altered the ratings behind the backs of the rest of her team.

However, this report advises against resorting to criminal proceedings because it could hinder Vigo's bid to host the World Cup. Instead, it proposes urging the Royal Spanish Football Federation (RFEF) to request that FIFA replace Vigo with Málaga after the city's decision to host the tournament.

"A climate of collaboration and institutional dialogue must be prioritized," concludes the ruling to which Mayor Abel Caballero referred the decision to take the case to court.

Hence, he also recommends sending a letter to the FIFA president directly requesting Vigo's inclusion following the "strange events" that led to the alteration of the scores and the aforementioned withdrawal of the Andalusian city.
