Electric cars: towards an increase in the ecological bonus and a modification of subsidies

A draft decree is to be presented at the next Higher Energy Council (CSE) on June 17 and the text, if adopted, would apply from July 1, according to Contexte, which states that the 2025 envelope of the ecological bonus financed by the State is almost exhausted according to sources in the sector.

"Energy savings certificates" are a system based on the polluter-pays principle which obliges energy suppliers - the "obligated parties" - to finance actions to reduce energy consumption and improve energy efficiency.

In concrete terms, an energy supplier grants a subsidy to a household to replace its oil-fired boiler with an electric heat pump, in exchange for which it receives a CEE. Every four years, it must demonstrate that it has achieved the quantitative CEE target set by the State.

The government plans to significantly redirect this system, which represents a colossal budget of 4 to 6 billion euros each year, towards decarbonizing mobility and improving the energy performance of housing.

The CSE was already due to examine at the end of May a draft text providing for directing the financing of "social leasing" of electric vehicles, until now provided by public aid, towards CEE.
