Unemployment: in the second quarter, a statistical decline which masks a slight increase

The number of unemployed people registered with France Travail in category A (without activity) recorded a slight increase of 0.2% in the second quarter in France (excluding Mayotte) after neutralizing various effects, according to figures published Tuesday, July 29 by the Ministry of Labor.
The number of Category A registered workers fell by 5.7% to 3.2 million, according to the Ministry of Labor's statistical service (Dares). However, these results are affected by three effects: the full employment law, changes to updating rules, and new rules regarding sanctions. Once these measures are neutralized, the figures show a 0.2% increase, better reflecting "the current situation of the labor market," according to Dares.
These reforms have shaken up the figures for those registered with France Travail since January, particularly due to the automatic registration on the lists of RSA beneficiaries provided for by the full employment law. Added to this are changes to the updating rules, an automatic time limit for certain new registrants, and the decree establishing a new system of sanctions in the event of non-compliance, which came into force in June.
Neutralizing the effects of all categories A, B, and C, including reduced activity, the number of job seekers increased by 0.9% in the second quarter. Taking into account the various effects, it fell by 2.2% to 5.6 million.
