The government is planning to save €1.7 billion on healthcare spending in 2025, in response to the spending slump seen in the first few months of the year, Catherine Vautrin, Minister of Labour, Health, Solidarity and Families, said at a hearing at the National Assembly on Wednesday, June 25.

The measures presented are based in particular on the "mobilization of a reserve of 700 million euros of expenditure" for hospitals and social and medical services and on savings on medicines "to the tune of 500 million euros in savings" , specified Ms. Vautrin, who was speaking with the Minister of Public Accounts, Amélie de Montchalin, before the Social Affairs Committee of the Assembly.

The savings plan also includes a postponement to January 1, 2026 of the fee increases for physiotherapists and specialist doctors, which were planned for January 1, 2026. July 2025, Ms. Vautrin said. This represents "75 million euros for each" of these categories, she said. "We are fully aware of the efforts required of everyone, but we are committed to the sustainability of the social model," Ms. Vautrin said.

Continue efforts in 2026

The plan provides for a further €100 million in daily benefits paid by the Health Insurance in the event of work stoppage. On this point, it will be necessary to continue efforts in 2026, Ms. Vautrin estimated. The proposals made in this regard on Tuesday by the Health Insurance are "extremely interesting" and will allow "us to go much further" next year, Ms. Vautrin continued.

The government's announcement of a savings plan follows the warning given on June 18 by experts from the health insurance spending alert committee. According to these experts, given the pace of spending observed over the first four months of the year, it is expected to exceed the planned expenditure (€265.9 billion) by €1.3 billion.

Ms. Vautrin also considered that the government "had no other solution" than to support the reform of the pricing of medical transport by taxi , which has sparked protests and blockades by professionals in recent weeks. "We have listened to the concerns" of taxis and "analyzed their proposals," assured Ms. Vautrin. "Final discussions will take place on certain parameters, but we have no other solution than a reform of the pricing model." she said again. She added: "We will implement this reform."
