A controversial boost at Pignans Plage

A few minutes before opening the session, the president of Cœur du Var, Yannick Simon, was counting his troops. "We were on the verge of postponing it until next week." Despite concerns about the absence of elected officials held up by Resistance Day ceremonies, a quorum was reached to hold the community council meeting at the Lucé headquarters on Tuesday evening. Of the nine items on the agenda, none appeared, at least on paper, likely to provoke debate.
Against the currentAnd yet, from the very beginning, unanimity was broken when it came to approving the allocation of a competition fund to the commune of Pignans for the construction of Pignans Plage, the fourth of its name. Namely, aid of 13,254 euros for some developments (earthworks, synthetic turf, equipment) "in order to welcome residents in pleasant and secure conditions" .
The resolution also states: "This event is open at the same price to all residents of Cœur du Var." Furthermore, schoolchildren from Pignan and Carnoulais are taking part in this operation as part of the "swimming skills" program. "This temporary swimming pool is a little extra in our area while we wait for something permanent (the Luc swimming pool renovation project, Editor's note), " the president emphasized.
Jean-François Heraud, community councilor of Pignans, followed suit, explaining why he was going to vote against. He tried to "convince" the elected officials, even "if the vote is already won," by launching into a long speech, asking several questions, and mentioning the purchase of synthetic turf... "If we pay for this turf with this subsidy, I don't understand what it will be used for exactly. " He concluded: "As an elected official from Pignans, I will vote against it so that the money can be allocated elsewhere..." Observers were quick to point out that this community debate had the feel of a municipal debate, or even a campaign.
The vice-president of Cœur du Var and mayor of Pignans, Fernand Brun, and his deputy, Karine Dupont, provided answers on the nature of the work undertaken and highlighted the importance of a secure structure for learning to swim. The mayor of Carnoules, Christophe Cortes, thanked his Pignan counterpart for welcoming schoolchildren. "There are expenses that we must know how to make to protect our children." A point was also made on the temporary swimming pool (Luc'eau park) in Le Luc , which is very popular "mainly with schoolchildren from Luc" as part of the "know-how-to-swim" program.
"Public service has a cost. As long as it is useful for the safety of our children, it is always important," the president insisted. With one vote against, the allocation of this competitive fund was approved by a majority.
A dissolved budgetThe elected officials then had to vote on dissolution. With all the land sold, the last on June 27, 2024, the supplementary budget for the Portaret business park is thus closed. The transaction generated a surplus of €386,000, which was transferred to the main budget. This item was approved unanimously.
Framework Convention for the Development of AgricultureThe same was true for the adoption of the framework agreement (2025-2030) for the partnership on the agricultural development strategy between the Safer (Société d'aménagement foncier et d'établissement rural), the Chamber of Agriculture and the community of communes. The objectives were set, including that of responding to the challenges of the territory's food project and the actions drawn up. "We are not necessarily starting with subsidies. Here, it is a question of signing thematic agreements each time we do something. It will be by action sheet and much less diffuse," Yannick Simon specified.
Lack of attendanceVice-President Jean-Pierre Roux, in charge of waste issues, wanted to convey a brief message at the end of the meeting. Solemnly. "I feel ineffective with the committee. I cannot hide my deep concern about the low attendance observed at our recent meetings." The elected officials present shared a well-received message before leaving.
