One year after the bloody attack on the van carrying Mohamed Amra at the Incarville toll booth (Eure), Emmanuel Macron inaugurated a headquarters for the fight against organized crime on Wednesday, before continuing his travels on this topic throughout the day.

This extremely violent attack , committed on May 14, 2024 by a heavily armed commando who also injured three other officers, deeply shocked the prison and judicial communities and marked a turning point in the fight against drug traffickers, which has been made a priority.

Emmanuel Macron began his trip by inaugurating a new "interministerial headquarters for the fight against organized crime" (EMCO), which will support the National Prosecutor's Office for Organized Crime (Pnaco) from 2026, located in the premises of the National Directorate of Judicial Police (DNPJ) in Nanterre. Both were created by the drug trafficking law, which was finally approved at the end of April.

Emmanuel Macron then visited the Caen prison (Calvados) at 1 p.m. for a moment of reflection with the families of the two slain guards. A wreath was laid in tribute to the victims, and the president will then meet with members of the Caen Regional Judicial Extraction Unit (PREJ), to discuss, in particular, the strengthening of these judicial transfers.

This Wednesday morning, a black plaque commemorating the two officers who were "victims of their duty" was unveiled at the Incarville toll booth. "Our duty, everyone, is to keep the memory of these heroes alive, to never forget what they represented, to say loud and clear that the Republic does not give in to fear or violence," declared Pascal Vion, director of prison services, reading a text from Minister of Justice Gérald Darmanin .

After Caen, the head of state will travel to the high-security prison of Vendin-le-Vieil in Pas-de-Calais, chosen by the Minister of Justice to house the 100 most dangerous drug traffickers . The facility was emptied of almost all of its occupants a few weeks ago and is currently undergoing renovations to further strengthen its security. It is expected to open on July 31 .

Another high-security prison, in Condé-sur-Sarthe (Orne), will follow by mid-October to also house 100 other drug trafficking figures. Gérald Darmanin has indicated that he intends to create other high-security units in other establishments in the future.
