Unemployment: limited deterioration behind a deceptive drop

Behind the decline, there is, in reality, an upward movement that continues, at a limited pace. Infinite precautions must be taken when analyzing the evolution of the number of job seekers: those who are not working saw their number decrease by 5.7% in the second quarter compared to the first three months of the year, now standing at 3.21 million across the country, according to a publication released on Tuesday, July 29, by the Ministry of Labor and the operator France Travail. But the introduction of new rules, since the beginning of January, disrupts the construction of the figures. If we neutralize the effects of these changes, the curve continues its ascent: +0.2% from the beginning of April to the end of June, after +0.8% in the first quarter.
Labour market statistics have never been easy to comment on. They are even less so with the entry into force (in several stages) of the full employment law of December 2023. The text makes several changes. First, three additional categories have been systematically recorded, since January 1 , at France Travail: beneficiaries of the active solidarity income, young people looking for a job who are monitored by local missions, and disabled people receiving support from the public employment service.
