Mattei's plan? To avoid being left on paper, it needs NGOs and diasporas.

I would like to highlight the bills of interest that will be discussed and voted on in the Chamber of Deputies and the Senate: Bill 2488, urgent provisions for the organization and holding of major sporting events, as well as additional urgent provisions relating to sport; Bill 2460-A, urgent provisions relating to taxation; Bill 1433, introduction of the crime of femicide and other legislative measures to combat violence against women and protect victims; and Bill 1553, urgent provisions relating to universities and research, education, and healthcare. This week's focus is on the Report on the Status of Implementation of the Mattei Plan, updated to June 30, 2025 , CCXXXIII, no. 2 , assigned to the Senate Foreign Affairs Committee.
As you may recall, Article 5 of Law 2/2024, which contains urgent provisions for the Mattei Plan for development in African countries, requires the government to submit a report on the Plan's implementation to Parliament by June 30 of each year. The first report highlighted critical issues , including the lack of funds allocated to individual projects, the identification of the stakeholders involved, the activities and expected results for each project, impact measurement indicators, the effective involvement of African stakeholders (civil society, universities, private entities), the effective participation of Italian development cooperation as a strategic entity truly operating on the African continent based on deep-rooted and lasting relationships of equal and horizontal partnership, the failure to strengthen the staff of embassies and offices of the Italian Agency for Development Cooperation in the selected countries, and transparent and publicly accessible monitoring of the use of resources made available for the implementation of the Mattei Plan.
Some reflections on the 2025 report . Angola, Ghana, Mauritania, Senegal, and Tanzania have been added to the nine countries already included in the Plan (Algeria, Egypt, Tunisia, Morocco, Ivory Coast, Ethiopia, Kenya, Mozambique, and the Republic of Congo). The general criteria for interventions are confirmed: efficiency, integration and flexibility, added value, incremental potential, sustainability, and replicability. In this regard, it will be interesting to see how these criteria were translated into evaluation frameworks for selecting the projects underway.
The areas of intervention are confirmed : education and training, agriculture, health, energy, water, and physical and digital infrastructure. In particular, the government has focused on developing international partnerships and synergies (this was one of the areas of criticism), particularly with the European Global Gateway project, and on addressing the issue of African countries' debt following the government's announcement that it would convert approximately €235 million in bilateral credits held by Italy into development projects.
Regarding ongoing initiatives, the most prominent are in the agri-food sector, energy, education and culture, water, and infrastructure. Only two are in the healthcare sector, in Ivory Coast (in collaboration with CUAMM) and in Ethiopia's Tigray region. A bit limited.
A recommendation and a hope : the Mattei Plan will be able to fully achieve its objectives only if, in addition to large corporate groups and Europe, the partnerships promoted for decades by Italian NGOs, the network of missions of the Italian Church (and beyond), and the diaspora communities present in our country are involved. This represents an extraordinary legacy of international relations based on reciprocity, on coming and going, and on respect for diversity and development models. It will be interesting to follow the debate in the Commission.
