Youth Bonus and Women Bonus, the Implementation Decrees Are Coming. How They Work

The implementing decrees for the women's bonus and the youth bonus have been published. Both measures are financed by the Youth, Women, Work Program 2021-2027.
As stated on the website of the Ministry of Labor and Social Policies, the bonus is provided for by Article 22 of Legislative Decree no. 60 of May 7, 2024. It is aimed at private employers and provides for exemption from the payment of 100% of social security contributions for a maximum of 24 months, excluding Inail premiums and contributions, for the hiring of non-managerial staff with a permanent contract or transformation of a fixed-term contract into a permanent contract.
An exemption equal to 100% of INPS contributions is foreseen up to 500 euros per month per worker , and an increased exemption amount for the South up to 650 euros per month for workplaces located in Abruzzo, Molise, Campania, Basilicata, Sicily, Puglia, Calabria, Sardinia and in any case within 50% of salary costs.
The bonus is activated for the hiring of workers who, on the date of the incentivized hiring, have not reached the age of thirty-five and have never been employed on a permanent basis.
For the youth bonus, the government has allocated up to 1.429 billion euros .
Women's BonusThe women's bonus is also aimed at private employers, and provides for a maximum of 650 euros on a monthly basis for each permanent hire and exemption from paying 100% of social security contributions, excluding premiums and Inail contributions.
This is a benefit that aims to incentivize the hiring of women who have been without a regular paid job for 2 years, wherever they reside, women who have been without a regular paid job for 6 months, resident in the ZES regions (Abruzzo, Molise, Campania, Basilicata, Sicily, Puglia, Calabria and Sardinia, i.e. the Special Economic Zones), women employed in professions or sectors with high gender employment disparity, identified each year by decree of the Minister of Labor and Social Policies adopted in agreement with the Minister of Economy and Finance.
In the first two cases the duration of the exemption is 24 months, in the third case 12.
How to get the measurementTo obtain the measure, you can make an online application to INPS . It must contain: identification data of the company; identification data of the worker hired or to be hired; type of employment contract signed or to be signed and the hourly percentage of work; average monthly salary and the employer's contribution rate relating to the employment relationship; subject of exemption; indication of the headquarters, plant, branch, office or autonomous department where the worker will actually provide service.
