PNRR spending continues to rise, reaching over 40%.

Spending on NRRP projects accelerated in the early months of 2025. Financial progress has not yet reached a real turning point, so much so that Prime Minister Giorgia Meloni herself urged ministers to speed up their efforts in view of the deadlines. However, compared to the trend observed through 2024, progress is visible.
The latest available data, updated to May 31, 2025, are contained in the detailed dossier that the Chamber of Deputies' Research Department has dedicated to the implementation of the Plan: approximately 79 billion euros have been spent, thus reaching over 40% of the total 194.4 billion euros in resources available to Italy.
According to the Court of Auditors, spending stood at just under €64 billion in December 2024, equal to 33% of European funding. A consultation of the ReGiS database of the State General Accounting Office also reveals that, as of July 1, 2025, approximately 299,000 projects had been submitted, of which 125,000 had already been completed and 174,000 were ongoing. Looking at milestones and objectives, 374 of the 614 total have been achieved since the implementation of the NRRP began. 240 of these remain to be achieved, planned for the final two semesters, of which 177 relate to the final semester, expiring on June 30, 2026.
An appeal in this regard comes from the Minister for European Affairs, the NRRP and Cohesion Policies, Tommaso Foti, who urged "those who know they cannot implement" the projects to withdraw, reminding them that otherwise "they will be held jointly and severally liable."
The Chamber's study, released to coincide with the recent visit to Italy by a delegation from the European Parliament's working group on the NRRP, takes stock of all progress made: to date, it notes, the European Commission has disbursed €122.2 billion to Italy, considering that 270 milestones and objectives set in the past six months have been achieved for the payment of the previous six installments.
This figure represents a European record, but it should be considered considering that Italy is also the largest recipient of European grants and loans. Spain comes in second, with €163 billion allocated and approximately €48 billion disbursed. The €122.2 billion includes the initial pre-financing of €24.9 billion (disbursed on August 13, 2021) and the pre-financing of €0.5 billion (disbursed on January 25, 2024) related to the integration of the REPowerEU chapter into the NRRP.
Regarding the seventh installment, the government had already submitted the payment request on December 30, 2024. Following recent changes to the PNRR, on July 1, 2025, the European Commission approved the preliminary assessment of the request for payment of the €18.3 billion installment. Minister Foti announced that it will most likely be paid on Monday (Rpt.lunedi).
Furthermore, on June 30, the government sent the Commission a request for payment of the eighth installment, amounting to €12.8 billion, considering the milestones and objectives to be achieved by the first half of 2025 to have been achieved. Therefore, including the objectives and targets of the seventh and eighth installments, 374 milestones and objectives have been achieved. The ninth installment, which has a total of 64 milestones and objectives, and the tenth installment, which has 176, are still pending.
