Adjustment. I Commission: 1 billion and 191 million maneuver

One billion and 191 million euros: This is the amount of financial resources that the summer budget adjustment maneuver can count on, whose examination process, in the Regional Council, began today with the illustration by the Finance Councilor, Barbara Zilli, in the First Commission, chaired by Markus Maurmair (FdI) and extended to the presidents of the other council commissions. “The management of the 2024 financial year closed with a free surplus of 1.26 billion euros, which translated into a doubling of investment expenses: if in 2023 investments had been equal to 827 million euros, 2024 closed with 1.952 billion – Zilli said, reiterating once again “the accounting prudence on which the government action of the Fvg is based, which has allowed us to maintain a flexible budget structure, with a positive reaction capacity to any financial stress”. The regional councillor added that the “2024 financial report recorded a very significant increase in payments, which increased by 352 million euros compared to 2023. All data that attest to the prudence of the administrative choices of the Region”.
The growth trend is also reported in the Regional Economic and Financial Document (Defr 2026) which shows that "in 2024 the GDP of Fvg grew by 0.5% (equal to 46 billion euros) and for 2025 a growth of 0.4% is expected". Positive signals - it was explained in the Commission - also come from exports which, after a slowdown recorded in 2023, maintained a certain stability, marking a +0.2% on current values. The Defr also shows that "the labor market is expanding, with units growing by 2.1% compared to 2023 and an unemployment rate which, settling below 5%, is the lowest in the last 12 years. A significant contribution to the growth of the regional economy was also provided by services, for an added value equal to 28.6 billion current euros". Among other noteworthy data are also "the over 10 million tourist presences in the area (2.9% more than the previous year), the growth of the Trieste airport with new destinations and the percentage of citizens (89.2%) who own homes, a record figure for the region". On the adjustment plan, Zilli highlighted "the recent amendments of the Council, for over 35 million euros" focusing on the main investments of the maneuver as a whole: 40 million euros for the revolving fund, 35 million for PromoTurismoFvg, a further 7 for the scrolling of the rankings of the tenders for photovoltaics, 6.5 for infrastructure works and extraordinary maintenance for the benefit of the consortia and interports of the area, 6 for the development of regional energy communities, 15 for sports facilities, 7 for the recovery of cultural assets; and over a million euros for Pordenone, capital of culture, 4.5 million for schools, another 4 for the disability fund, 3 million for study awards for those graduating in nursing and another 3 for health guesthouses”. As regards, instead, the heritage, the state property and information services, the regional councillor Sebastiano Callari has announced that “1 million and 307 thousand euros will be allocated to the granting of incentives for the construction and operation of the passive and active components of a mobile network of regional importance in areas without adequate coverage, and that other important interventions will concern the development of the Plan for the use of the maritime state property”. Many questions and considerations put forward by the opposition councillors.
Rosaria Capozzi (M5s) expressed appreciation "for the 40 million that will be allocated to the revolving fund and the resources allocated for photovoltaics and cycle-pedestrian mobility". Andrea Carli (Pd) highlighted that "an in-depth study should be done on why for the fourth year in a row the GDP of Fvg is still lower than the national one" while it is "certainly a positive fact that there has been a decrease in the number of families in economic poverty". Marco Putto (Patto per l'Autonomia-Civica Fvg) asked if "there will be additional funds that will be allocated in the years following the recently approved bill for the regeneration of the building heritage, and how many resources still need to be allocated for the adjustment". Francesco Martines (Pd), Serena Pellegrino (Avs), Roberto Novelli (Forza Italia) and Massimo Moretuzzo (Patto-Civica) also asked for some clarifications on the budget items and on any strategic programs regarding multi-utility, environment, mobile network and mountains. According to Furio Honsell (Open Sinistra Fvg) the “Defr 2026 appears as a self-celebratory document in which only the positive data are highlighted, but not the negative ones”, while Laura Fasiolo (Pd) drew attention “to the school psychology service and the need to allocate resources to teaching the Italian language to foreign students who arrive in the region during the school year”. The leader of Fp, Mauro Di Bert, expressed “appreciation for the adjustment maneuver that includes important budget items that will allow Friuli Venezia Giulia to be more competitive”. In reply, Zilli said that “the resources still to be allocated are equal to approximately 280 million euros”. "The numbers we offer - the councilor added - are not celebratory, but neither are they the recipe for happiness. We are always looking for comparison: this is the spirit that we will also bring to the Chamber with the hope that we can build a solid maneuver for the benefit of all citizens of Fvg".
