We witness, at every opportunity, Mayor Ghinelli and his Councilors making bizarre declarations that try to cover up reckless choices made at the time in relation to the project for the construction of the new headquarters of the Municipal Police.

It is good that citizens know where the truth lies.

It all started in the early months of 2018: following a call for tenders with which the Municipal Administration identified the building on which to carry out the intervention; the choice fell on the property on Via Filzi owned by the Diocese of Arezzo.

Subsequently, in December 2018, a tender was published, with the formula of a public-private partnership, with which the Municipality requested that the property already chosen on Via Filzi be purchased and that the works for the construction of the new PM headquarters be carried out.

The tender was won by a temporary consortium formed by a credit institution and a construction company.

With this tender formula, the Municipality would have had to start paying the first installment of the lease upon completion of the works, becoming the owner of the property and with the commitment to pay the installments for 20 years, for a total amount of over 6 million euros.

Once the company has failed, only the credit institution remains and, with this contract, a bankrupt company cannot be replaced.

So the real original sin was the type of contract chosen, desired and idolized by Ghinelli, his Assessors and the majority councilors who did not lift a finger to question this choice... indeed they repeatedly defined it as advantageous and protective for the Municipality.

If instead the Municipality had made the classic contract for the works, buying the property first, today, even in the presence of the bankruptcy of a company, it would have been possible to replace it and work on the building owned by the Municipality.

And why didn't the Municipality make this choice? If it couldn't be done then, can the Municipality buy the property now?

While waiting for Ghinelli & co to find a solution, the area is full of mosquitoes and rats, the building is occupied by disadvantaged people and there is no security.

One thing is clear: the chosen contract has perhaps protected the right-wing government, but it is the citizens who are suffering and will suffer for who knows how long the problems due to the choices made.
