Regions at war with the wind: Emilia Romagna, stop Giani

Rimini, May 25, 2025 – The wind war between Emilia Romagna and Tuscany will end up in court. If the Badia del vento wind farm project , planned in the Tuscan municipality of Badia Tedalda but just a few kilometers from the borders with Romagna and Marche , is authorized, the Emilia Romagna Region will not sit idly by. The intention is to appeal to the TAR to block everything. President Michele de Pascale has already instructed the offices to look into the matter and evaluate legal action. The institutional clash could soon end up in court, given that Tuscany, as President Eugenio Giani himself admitted, is determined to move forward.
In a TV interview on Thursday, Giani said it clearly: “ We need to get to 70% of energy from renewable sources in 5 years. Since the mayor of Badia Tedalda says 'yes', I don't see why I should prevent the construction of a system of wind turbines. I believe I can say 'yes' to Badia del vento...”. Despite the 'no's' from Emilia Romagna , from numerous parliamentarians and councilors, from the mayors of the municipalities of Romagna and Marche who will find the giant turbines of Badia del vento just a few kilometers from home. The project includes 7 wind turbines as tall as skyscrapers (180 meters) .
The giant wind turbines will be visible from the Romagna and Marche sides of the Apennines. Overturning the Montefeltro landscape that inspired Leonardo da Vinci for the background of the Mona Lisa. If the Superintendencies have given a negative opinion for the visual impact of the plant, the Emilia Romagna Region has rejected the project also and above all for the "negative consequences on the environment, territory, fauna" as well as on the landscape. At risk, according to committees and associations and the Region itself, is the survival of golden eagles and other animals. And the danger of other landslides and hydrogeological problems in an already fragile territory like the Montefeltro. According to Giani "the project for Badia del vento can be adjusted. But you can't always say 'no'. Do we want renewable energy or not? If the conditions are right I believe we have to make choices. Then they will thank us...".
Words that clearly imply that Badia del vento, in the end, will cash in on the authorization . The decision will be made at the beginning of June, when the conference of services will meet again with all the competent bodies called to issue the permits.
Giani's statements have left their mark, angering the Region, mayors, committees, associations. But de Pascale has chosen, for the moment, not to respond to his colleague's words. Soon the lawyers of the Region will speak, determined to appeal to the TAR.
The clash over Badia del vento is the tip of the iceberg. The Ministry of the Environment has filed plans for other wind farms in the same area, still on the border with Romagna and Marche. About ten plants proposed by companies specializing in wind energy production, and which include – in total – over 70 wind turbines. “Why doesn’t President Giani have wind farms built on the hills near Florence?”, attacks the regional councilor of Fratelli d’Italia Nicola Marcello . Who is certain: “In light of what is happening in Italy on wind power and the recent sentences, now the ball will be back in the government’s court and the Tuscany Region will not have an easy time authorizing Badia del vento”.
