Apple Changes App Store Rules to Comply with EU

With the will to conform to the demands of the Digital Markets Act, Apple has introduced new rules for developers publishing on the App Store in European Union. This is a response to what was established by last month by the European Commission, according to which the giant did not fully comply with the competition regulations digital markets (DMA), inviting it to align itself within 30 days. In April, the EU itself had inflicted a fine on Apple 500 million euro fine for "anti-steering" practices, which made it difficult for developers to address the users towards purchases outside the App Store. Apple may appeal the decision until July 7. Among the most recent innovations, there is the introduction of two levels of developer fee percentage, Tier 1 and Tier 2. The first provides a reduced commission of 5% on in-app purchases, with the ability to access features basic, such as distribution, security and support from Apple. Tier 2, on the other hand, maintains the commission at 13% (reduced 10% for developers enrolled in the Small Business Program or for long-term subscriptions), guaranteeing access complete to the App Store ecosystem. All apps will be initially placed in Tier 2, but developers will have the possibility to opt for Tier 1. To complete the picture, a new 5% commission, called Core Technology Commission. The latter modification will replace the previous mode, Core Technology Fee, from 1 January 2026, establishing a unique business model within the European Union.
