Foggia shakes up, with two reinforcements for Rossi: Panico and Borbei.

After a week without announcements, Foggia's transfer window has been reopened. The Rossoneri's fourth signing ahead of the 2025/26 Serie C season is a full-back. Left-back Ciro Panico, born in 1999, has arrived. A 26-year-old Neapolitan, formerly of Potenza and Taranto, Panico has made over 120 Serie C appearances and joins the "Satanelli" on a permanent deal from Sorrento. The Campanian full-back, who played for Potenza, Juve Stabia, Feralpisalò, Taranto, and Sorrento in the third tier, has signed a two-year contract, and has appeared in about ten Serie B matches with Cosenza. The Neapolitan full-back returns to Puglia after a stint with Taranto in Serie C in the 2023/24 season. Panico is the fourth signing for the Daunian club, following the permanent arrivals of German winger Till Winkelmann from Lecce, midfielder Vincenzo Garofalo (released from Messina and previously with AC Milan in the 2020/21 and 2021/22 Serie C seasons), and central defender Riccardo Bignami, formerly of Pergolettese. Panico is an experienced addition to the defense, which still needs several additional reinforcements both on the flanks and in the center.
In addition to signing Panico, Foggia has secured its first goalkeeping move: Alexandru Borbei arrives on loan from Lecce. A 22-year-old Romanian, standing 1.91 meters tall, Borbei was the goalkeeper who won the league title with Lecce's Primavera side two years ago, alongside Dorgu and Berisha, among others. In the second half of last season, the Salento club transferred him to Cluj, a Romanian top-flight team managed by former Foggia full-back Dan Petrescu.
The signings of Panico and Borbei reduce the chances of Avellino full-back Cancellieri and former Monopoli goalkeeper Gelmi joining the Rossoneri, while the "Satanelli"'s next moves could involve Pescara full-back Staver and forwards La Monica and Bevilacqua. Avellino midfielder Toscano, currently in the sights of Casertana, also remains a target for Foggia. Meanwhile, the transfer delay has alarmed the fans, and the Curva Sud has displayed a banner at the Trinitapoli stadium—where the Dauni are currently preparing for their pre-season—urging the club and Rossi to break their silence. "We're not asking for promotion, but for healthy planning," the ultras' message.
SPORTS JUSTICE The reasons for the FIGC's first-instance sanction against Foggia with three penalty points for failing to pay salaries for the month of February 2025 by the April 16 deadline, as well as the related contributions and withholdings, have been published. The National Federal Court, despite the Prosecutor's Office requesting Foggia's acquittal, did not consider that the criminal pressure and intimidation to which the club was subjected and the directives of the investigating authorities could constitute a force majeure that prevented the club from fulfilling its disputed payment obligations. Foggia was penalized with only one penalty point for the violation, as the failure to pay related only to the month of February and not the two-month period. The Rossoneri club will appeal the National Federal Court's decision to the Federal Court of Appeal.
