Gender Alert request delays in Coahuila

Delays continue in the Gender Alert application process for five municipalities in Coahuila, including Torreón. The investigation process has not yet begun following the formation of the Institutional and Multidisciplinary Group (GIM) in April.

Sofía Díaz Lozano, legal representative of the collective Women Fighting for Women, who was responsible for submitting the Alert request, recalled that the group of experts in human rights and gender violence was formed on April 22, and that no further meeting has taken place since then.

The General Law on Access to a Life Free of Violence states that all investigative work must be completed within 30 calendar days. That is, we should have had the resolution by May 22nd at the latest. However, we only had that initial meeting; there have been no more meetings, and there has been no communication from the Federal Government ,” Díaz Lozano explained.

However, the collective's legal representative said that she has maintained virtual communication with the members of the GIM to determine how they will work on the investigation process, which includes interviews with the victims.

"We can't start interviewing the victims because it involves staff from the Women's Secretariat, because we haven't been able to start with that," he explained.

But in order to find out the reason for the delay and, above all, to file a complaint, Díaz Lozano will travel to Mexico City this Friday to go directly to the Secretariat of Women, which is currently responsible for processing Gender Alert applications.

" There has been no communication because there are those in charge of the Gender Alert, so, to see what's happening, because everything is already there, there are already lists of victims who need to be interviewed, I also don't know if the state government has already submitted the reports it is required to submit regarding the statistics they handle ," shared the representative of the collective.

ANOTHER DELAY

This is not the first time that the alert process has been delayed, as the integration of the GIM itself suffered from this delay, due to the transition of the Federal Government and, above all, the disappearance of the National Institute of Women (Inmujeres) and the creation of the Secretariat of Women.

Due to this delay, the assembly of the collective Women Fighting for Women filed an injunction, which was granted.

It was on February 27, 2025, that the request for protection was filed, and on March 1, the Second District Judge in La Laguna admitted it, and the GIM was established.

It should be noted that on July 15, the Gender Alert request was submitted for five municipalities in Coahuila, in response to the increasing number of femicides that had been reported.

On July 31, the then-Inmujeres (National Institute of Women) accepted the request, which calls for a Gender Alert for the municipalities of Torreón, Acuña, General Cepeda, Ramos Arizpe, and Saltillo.
