Saltillo: Private individuals, government officials, and experts prepare a rainwater proposal to submit to Conagua.

Through IMPLAN, authorities, the private sector, and academia are promoting a final project to address the impacts of runoff. The strategy also includes environmental monitoring, urban signage, and plaza rehabilitation.
In Saltillo, various sectors are working in coordination with the Municipal Planning Institute ( IMPLAN ) to develop a technical proposal to address the problems related to stormwater runoff.
The objective is to present to the National Water Commission ( Conagua ) an executive project that facilitates the management of federal resources.

According to Héctor Horacio Dávila, vice president of the Coahuila Hotel and Motel Association, the plan is based on technical studies being conducted at critical points such as the El Cuatro stream.
“The idea is to have everything well packaged so that when the mayor has the opportunity to go to Mexico City, he can deliver the project directly to Conagua or even to the president ,” he commented.
Alberto Salinas de las Fuentes, head of IMPLAN Saltillo, noted that while this issue is addressed from a long-term planning perspective, local solutions have already been implemented in public spaces.
“A rain garden was built in Saltillo 2000 Square to mitigate the runoff that passes through the area. This also aids infiltration and improves urban aquaculture ,” he explained.

Dávila recalled that IMPLAN has a council comprised of representatives from the government, the private sector, and academia . In addition to the stormwater system, other projects have been proposed, such as the reconfiguration of Venustiano Carranza Boulevard to four lanes, the strengthening of signage, and the integration of environmental sensors to monitor air quality.
“Sensors were donated to measure pollution, and one of the goals is to place them near industrial areas to identify where interventions are needed. An ecological database is also being developed to determine which areas have trees and which require reforestation without affecting the environment,” he added.
As part of the community approach, Salinas de las Fuentes indicated that projects to restore public squares are also part of this comprehensive strategy.

He cited the case of Mirasierra, where two basketball courts were recently renovated with the support of a sports foundation, and murals were created in collaboration with urban artists and civic organizations.
Regarding the proposed stormwater system, it is expected to be fully integrated soon so that actions can be implemented as quickly as possible and thus avoid impacts such as those recorded during the recent rains.
