What is the reform to the ISSSTE Law? Initiative that teachers oppose and plan a strike

Teachers do not agree with the reform of the ISSSTE Law in 2025, which has led to protests and they plan to go on strike to prevent the initiative.

According to members of the Institute of Social Security and Services for State Workers (ISSSTE), they have the support of members from various states of the Mexican Republic and will carry out mobilizations if they do not receive a response to their requests .

According to the protester , due to the proposals within the reform, it goes against the offers made by the administration of former President Andrés Manuel López Obrador by directly affecting them.

Martí Batres , head of ISSSTE, is promoting an important reform within Claudia Sheinbaum 's administration with the aim of improving housing conditions and strengthening health services for state workers.

WHAT DOES THE INITIATIVE CONSIST OF?

The reform initiative presented in the Chamber of Deputies introduces modifications to correct the deficiencies in access to labor rights , which also highlights the ability to acquire decent housing through the ISSSTE Housing Fund (Fovissste).

These include:

- Application of the Measurement and Update Unit (UMA) for the pension cap : currently, article 17 of the ISSSTE Law details that the criteria and contributions have the minimum wage as a limit, but this is changed by the UMA . The change will be when granting pensions, as it is the salary that generates the greatest increase per year compared to the other;

- Increase in fees for those who earn more than the salary cap established by law : establishes that health insurance fees and contributions are made on the integrated salary when they exceed 10 UMA's , being the cap, in order to allow financing the provision of medical services in its modalities;

- Expand the powers and attributions of Fovissste, in order to grant more loans and obtain more income : that is, it will have the power to acquire, rehabilitate and build housing to be sold or rented at affordable prices to the beneficiary workers and pensioners and will be authorized to acquire or develop land for the purpose of forming housing units.

WHY DO TEACHERS OPPOSE THE REFORM OF THE ISSSTE LAW?

According to those affected, the main objective of the reform is to return the ISSSTE policies to what they were before: teachers retiring after 28 years of service and professors at 30 years , which they claim are not being respected.

The authorities are now backtracking, and teachers will have to retire when they turn 60.

At the same time, they explained that they intend to increase the discount rates by 2.7% for those who earn more than 10 UMAs ($321 pesos) and therefore, they consider that they would be putting their money at risk.

Teachers say that senior officials from the Ministry of Public Education (SEP) and the National Executive Committee of the SNTE have not had any real contact with them to resolve their needs.
