Cambres' law reaches Parliament after achieving broad consensus.

The Cambres law is nearing the final stages of processing. The legislation, which is intended to govern the 13 Catalan chambers, will be submitted to Parliament as a bill today. The text stems from the initial proposal by the Consell de Cambres de Catalunya (Catalan Council of Chambers), which, to avoid the failure of other occasions, sought the broadest possible consensus with social stakeholders and political parties. In recent months, the bill has been refined by the Department of Business and Employment, the governing body of these institutions, although the proposal will be submitted by the parliamentary groups of the PSC (Spanish Socialist Workers' Party), Junts (Junts), ERC (Electrical Workers' Party), and PP (People's Party).
For the first time, the regulations include the possibility for chambers to act as advisory and collaborative bodies with public administrations. The chambers are responsible for representing, promoting, and defending the general interests of commerce, industry, services, and navigation.

These representation functions will be carried out primarily through advisory committees and internal working groups that report to governing bodies, market research, proposals for regulatory changes, or participation in specific entities. Under no circumstances does the regulation address issues of business representation, a point that has raised eyebrows in the past with the Catalan employers' associations, Foment del Treball and Pimec.
The law proposes developing the functions of representing, defending, and promoting businesses, as well as providing services. Among other measures, it highlights the creation of chamber-level plans to support businesses and the self-employed through collaboration with public authorities. This aims to bring the public sector closer to the real needs of the business community.
Furthermore, the regulations establish a financing agreement for a maximum amount of 15 million euros for the years 2026, 2027, and 2028.
