Ministry of Health launches contracting module in Siifa

The Ministry of Health and Social Protection has begun implementing the health services and technology contracting module within the Comprehensive Financial and Healthcare Information System (SIIFA), as part of compliance with Decree 228 of 2025. This platform seeks to improve information management in the health sector and advance the traceability of public resources.

The implementation of this component is part of a technical strategy that seeks to integrate financial and healthcare information systems to ensure the interoperability and standardization of healthcare system data.

According to the entity, access to the contracting module was enabled in a test environment on July 1, 2025, where the technical documentation necessary for its adoption is also available.

According to the Ministry of Health, this operational advancement allows system stakeholders to begin uploading, querying, and interoperating with data related to the contracting of services and technologies. " These activities marked the start of the implementation of the first SIIFA module, related to the registration of the contracting of health services and technologies ," the ministry reported.

The process has had technical support from the World Bank, the Pan American Health Organization (PAHO), and the Inter-American Development Bank (IDB). Between June and July, these entities conducted interoperability exercises such as the Preconectatón and the Siifa-IHCE 2025 Connectathon , during which access, upload, and information query tests were performed.

Prior to the module's deployment, a draft resolution defining the responsibilities of system actors, establishing operating manuals, and their mandatory nature was published for public comment on May 30 .

This measure seeks to ensure regulatory clarity for all participants in the tool's use. " This step reaffirms the Ministry of Health's commitment to transparency, participation, and the technical construction of the system ," the Ministry explained.

Additionally, on June 6, a socialization and training day was held for Health Promotion Companies (EPS) and the Administrator of the Resources of the General System of Social Security in Health (Adres), in order to guide the main agents in the use of the system .

The Ministry indicated that it will continue to develop training and technical support opportunities to facilitate the progressive adoption of the tool. " To ensure an orderly, technical adoption without operational impacts, the Ministry will continue to develop training sessions, socialization opportunities, and support activities ," the agency stated.

Likewise, the creation of a microsite dedicated exclusively to SIIFA was announced. This space will centralize all information related to its implementation, including news, regulations, technical manuals, and adoption timelines.

The Ministry highlighted the role of the various stakeholders involved in the initial implementation phases. " We recognize the commitment of all the stakeholders who have participated in each of the outreach sessions held, as well as the efforts they have made to adopt the SIIFA in their processes ," the agency stated.
