Pata Mora: An international tender was launched to develop the executive projects for the mega-hub.

The Trust established by the Province of Mendoza , together with Mendoza Fiduciaria SA and Impulsa Mendoza , calls on consulting firms to participate in a Public Competition for the preparation of executive projects that will allow progress in the materialization of the Pata Mora Logistics, Industrial and Services Pole (PPM2), located in the south of Malargüe .
The project must comply with the Urban Masterplan developed through the Federal Investment Council (CFI), which included the expropriation of 3,500 hectares , environmental studies , social impact assessments, legal surveys, and infrastructure planning for the southernmost logistics hub in the province.
The goal is to move forward with the construction of a new economic hub with long-term development, which, in addition to promoting hydrocarbons and mining within the framework of current laws, will provide services to dozens of operators operating in the South, in a decisive step toward Mendoza's industrialization.
"With this call for proposals for the Executive Project for the Pata Mora Logistics and Services Hub, another milestone is reached on the path toward the strategic development of southern Mendoza," said the Minister of Energy and Environment, Jimena Latorre .
He also stated that "we are laying the foundations for Mendoza's economic growth in the coming years, and these foundations are only sustainable with transparent planning and processes."
Thus, the official maintained that "the development of mining and hydrocarbons will require more services, better roads, and connectivity. But if the development of extractive industries is not coordinated and integrated with communities, it is not sustainable."
Thus, Latorre emphasized that “ Pata Mora must be an example of how these industries add value to communities when they work in a planned and orderly manner.”

Located 300 km south of the city of Malargüe, the site is in a strategic area, on the border between Mendoza and Neuquén, where most of the province's mining and oil exploration and exploitation are located, and where significant growth is anticipated.
Interested consulting firms must submit bids to develop comprehensive executive projects, with sufficient detail for construction, organized into the following development axes or subprojects:
- Electrical infrastructure: connection of Pata Mora at 33 kV to the El Cortaderal–PRC 132 kV line and construction of a transformer substation.
- Road infrastructure: access from Provincial Route 180, roads to Los Loros Park, internal streets of the property and bridge over the Colorado River.
- Industrial infrastructure: perimeter layout, internal streets, lighting, entry/exit checkpoints, and checkpoints.
- Hydraulic infrastructure: alluvial defenses that guarantee the safety of the property.
- Urban infrastructure: housing design, typologies, location and forestation.
- Public infrastructure: design and location of plazas, commercial areas, educational, health, and sports centers.
- Service infrastructure: drinking water and irrigation networks, effluent treatment, electricity and gas distribution, and connectivity.
The project development process will be organized into two distinct stages , each with specific deadlines and objectives:
Phase 1 – Technical Specifications (9 months)
This initial stage involves the collection and detailed analysis of all the technical information necessary to define the guidelines for each subproject. It includes preliminary engineering studies, territorial, environmental, and regulatory assessments, and the development of specifications that serve as the basis for the final designs. Criteria for sustainability, territorial integration, climate resilience, and the scalability of the logistics hub must also be incorporated.
Phase 2 – Preparation of Executive Projects (3 months)
Once the technical specifications are finalized and the contract is formally awarded, the selected consulting firm will have three months to develop the complete final designs. These must include construction plans, technical reports, metric calculations, estimated budgets, and all necessary documents to enable the bidding process and subsequent execution of each infrastructure component. The projects must comply with the standards required by the trust, as well as with current regulations regarding public works, the environment, and territorial planning.
An optional advisory and technical assistance service for the inspection of future works may also be offered.
The Evaluation Committee will be composed of representatives from Impulsa Mendoza Sostenible, Mendoza Fiduciaria SA, and the Ministry of Energy and Environment. The process is governed by the principles of transparency, competition, and equality.
