The resident's complaint was reviewed by the Complaints, Motions, and Petitions Committee of the Radymno City Council. After hearing the explanations from city officials and the complainant's position, conducting a site inspection, taking photographic documentation, and seeking the opinion of a site inspector, the committee deemed the complaint unfounded. The committee found that the project was being implemented in difficult topographic conditions, and natural slopes and spatial constraints prevented the construction of a wider access road or raising its level without compromising other technical parameters of the road. Therefore, a feasible option was selected, both technically and financially, while also ensuring access to the property. As explained, prior to the project, access to the complainant's property was limited by undergrowth and unpaved, while after the project was completed, a paved and functional access road was constructed, ensuring free vehicle traffic. During the site inspection, the committee confirmed that accessibility had been maintained and the quality of the work performed met the standards expected for similar projects in challenging terrain. The building inspector also recalled the owner's obligation to manage stormwater independently – in accordance with the provisions of the Construction Law and the Water Law Act – which cannot be imposed on the public investor. It was determined that the complainant's expectations regarding technical solutions (wider access, higher surface level) were objectively impossible to achieve.

However, the city mayor did not avoid a verbal confrontation with the complainant, who was present at the session.

"Why did you purchase a road design that didn't include direct access to my plots? It was missing from the entrance gate to the road, and that's why the slope was so steep," the resident asked.

She also inquired who supervised the project, whether there was time to make any corrections, and whether the supervisor had carried out a site visit...
