Shortage blue envelopes

"I have the impression that there are definitely too few blue envelopes in our city. For example, the ones in the Market Square are practically constantly occupied, with office workers leaving their auras on them between 7 a.m. and 4 p.m. The ones at the district office and on Mnisza Street also don't open up until well after 3 p.m. Not to mention the envelopes at the clinic on Sportowa Street and at Zielony Rynek Street. They're also practically always occupied by noon. This situation shows that there simply aren't enough of them for the number of people eligible. Couldn't a few more be painted?
