The inflow of health insurance contributions for the first eight months of this year is approximately PLN 3.5 billion lower than forecast in the National Health Fund's financial plan for 2025, according to information from the National Health Fund.

Paweł Florek , Director of the National Health Fund's Office of Social Communication and Promotion, noted that contribution revenues are generally not equal each month. He added that they are seasonal, which is one of the reasons why contribution revenues are higher in the second half of the year than in the first. This is a consistent trend observed over the years.

The projected contribution revenue for the eight months of this year, calculated as 8/12 equal parts of the National Health Fund's financial plan for 2025, is PLN 115.45 billion. The actual contribution revenue for this period is nearly PLN 112 billion. The difference: approximately PLN 3.5 billion, Florek told the Polish Press Agency.

He also emphasized that information on the actual realization of revenues from health insurance contributions for the entire year 2025 will be available after the relevant information is provided by ZUS and KRUS in the second half of February 2026.

Wojciech Wiśniewski from the Federation of Polish Entrepreneurs told PAP that PLN 3.5 billion is too large a sum to offset with health insurance premium revenues in the second half of 2025. According to the expert, the macroeconomic data used to estimate health insurance premium revenues in 2025 were overly optimistic. He noted that similarly optimistic forecasts were adopted for the National Health Fund's financial plan for 2026. He emphasized that this means that the state budget subsidy for health services will have to be higher than assumed.

The National Health Fund data covers eight months of 2025, because the contribution for September will be paid in October.

The gap in this year's National Health Fund (NFZ) budget will be approximately PLN 14 billion. There are no funds to settle overpayments, and contracts in parts of the country are also at risk, a source within the NFZ told PAP in October. In November and December, the Silesian and Masovian Voivodeships may run out of funds for treatment. Meanwhile, in 2026, the Ministry of Health estimates the funding gap will reach PLN 23 billion.

The draft National Health Fund (NFZ) financial plan for 2026 indicates that the NFZ's revenues will amount to PLN 217.4 billion, a 9.9% increase compared to 2025. Revenues from health insurance contributions, according to the plan, will amount to PLN 184.3 billion, a 6.5% increase compared to 2025. The entity-specific subsidy from the state budget is to amount to PLN 26 billion, a 42% increase compared to the originally assumed subsidy value in the NFZ financial plan for 2025 (PLN 18.3 billion).
