On July 29, the government will decide on new rules for holiday pay.

The government will meet on July 29 at 12:00 noon. The agenda includes two bills from the so-called deregulation bills.
The first of these is a draft amendment to the Act on Compulsory Insurance, the Insurance Guarantee Fund and the Polish Motor Insurers' Bureau, the aim of which is to abolish the mandatory imposition of fines on insurance companies for any delay in the claims settlement process.
Currently, the supervisory authority is forced to penalize insurance companies for any delay in settling claims, untimely responses to foreign claims, or lengthy proceedings conducted for the Insurance Guarantee Fund.
The justification for the project states that the introduction of optional penalties "will provide the Polish Financial Supervision Authority with the ability to choose the measure or sanction that will be most appropriate to apply in the factual circumstances of the case, proportionate to the identified violations, as well as the freedom to shape supervisory policy in relation to supervised entities."
The second deregulation bill concerns the rules for holiday pay . It is a draft amendment to the Labor Code and the Act on the Company Social Benefit Fund. Among other things, the bill establishes the payment date for holiday pay on the same day as salary .
Under current regulations, a claim for holiday pay is due on the date of termination of the employment contract. The authors of the bill point out that this requires employers to create additional payrolls and transfers beyond the monthly payrolls. Furthermore, they point out that this may lead to incorrect calculation of the holiday pay before the termination of the employment relationship.
Employers will be able to make one transfer of the money owed together with the payment of the final salary .
The next item on the agenda – not included in the deregulation proposals – is a draft amendment to the Postal Law, which provides nearly PLN 2 billion to Poczta Polska (Polish Post) in 2026-2027 to finance its universal service obligation. Currently, the state's spending limit for this purpose is approximately PLN 1.3 billion.
What else will the government do on July 29?The government will also address a bill prepared by the Ministry of National Defense—an amendment to the Polish Language Act. This amendment would eliminate the requirement to translate all technical documentation for military equipment into Polish. As indicated in the bill's justification, this primarily addresses situations in which, in a given industry—for example, aviation—the use of English is the norm, and documents translated into Polish are essentially unnecessary.
The current regulations - as the authors of the project point out - do not provide for the possibility of refraining from translating a given document, which is why they propose introducing a list of exceptions, which will include, among others, technical documentation of this equipment, for which it is de facto used only in English.
The Council of Ministers will also consider a draft amendment to the Act on the Exchange of Information with Law Enforcement Authorities of European Union Member States, Third Countries, European Union Agencies, and International Organizations. The bill aims to implement the provisions of the Directive of the European Parliament and of the Council of 10 May 2023 on the exchange of information between law enforcement authorities of the Member States into Polish law.
The EU directive being implemented establishes rules for the exchange of information between competent law enforcement authorities for the purpose of preventing, detecting or investigating criminal offences.
The proposed regulation assumes that, in addition to the contact point, an authorized entity will also be able to submit information requests to the contact point of another EU Member State or directly to the designated law enforcement authority of an EU Member State. In addition to representatives of the authorized entities, the contact point will also include a representative of the Europol National Unit, the SIRENE Bureau, and the Interpol National Bureau. The regulation will also specify the elements that must be included in an information request.
In addition, the ministers will also deal with the draft amendment to the Act on Biocidal Products.
