The National Development Concept 2050 has been adopted. We know what this innovative strategic document contains.

As we read in the announcement of the Ministry of Development Funds and Regional Policy, KRK 2050 is the first cross-sectional development concept in Poland prepared based on analyses of probable future scenarios in the difficult and uncertain context in which Poland currently finds itself (strategic foresight), analysis of megatrends and in-depth consultations with experts, local governments, social partners and the scientific community.

The adoption of the National Reform Programme 2050 is part of building the country's capacity for strategic and long-term thinking. This document aims to help Poland better respond to global challenges and also capitalize on emerging development opportunities, emphasized Katarzyna Pełczyńska-Nałęcz, Minister of Development Funds and Regional Policy.
The National Development Concept 2050 presents an integrated perspective on Poland's long-term development challenges and opportunities , taking into account the changing global, European, and domestic environment. Analyzing trends, developing scenarios, identifying key challenges, and drawing key conclusions allows us to build a solid foundation for public policies that are resilient, flexible, and socially equitable.
The concept serves as a basis for medium-term development strategies, including the regional and urban policy framework, as well as sectoral strategies. It will also serve as a reference point for programming European funds after 2027. It is intended to inspire actions by local governments and local communities, which will be able to utilize its recommendations, taking into account the specific circumstances of their territories.
National Development Concept 2050. What will we find in it?The National Development Concept 2050 includes, among others:
- Vision of Poland 2050 as a modern, resilient, climate-neutral and solidarity-based state that ensures a high quality of life for all residents.
- An analysis of global and European megatrends that impact Poland's development. These include the economy, technological acceleration, demographics, climate and environmental change, spatial reorganization, and the transformation of the global order.
- Four development scenarios that enable better preparation for different future variants, depending on external conditions.
- A list of development challenges, including social transformation, developing a modern economy based on innovation and environmental transformation , strengthening state security and sustainable spatial development.
- Key conclusions that form the basis for further programming of public policies at national and regional levels.
KRK 2050 was developed in collaboration with a broad range of stakeholders and experts from various fields. Work on the document lasted from September 2021 to July 2025. The main conceptual work was conducted by the Ministry of Development Funds and Regional Policy in collaboration with the Institute of Urban and Regional Development and the Institute of Environmental Protection - National Research Institute.
Local governments, academia, business, non-governmental organizations, ministries, as well as citizens were involved in the preparation of KRK 2050 during public hearings, debates, expert panels and workshops.
The document has undergone a full cycle of public consultations (over 800 comments, primarily from local governments) and inter-ministerial consultations. It has received positive reviews from the Coordinating Committee for Development Policy, the Joint Commission of Government and Local Government, and the Standing Committee of the Council of Ministers.
