Importantly, the winner of the match will lose one full day, which he could use to rest before the start of the third round. For this reason, Ben Shelton's complaints seem completely understandable. They were also shared by the fans in the stands, who booed the referee's decision.
The winner of Ben Shelton vs. Rinky Hijikata will play the winner of Gael Monfils vs. Marton Fucsovics. That match was stopped at 2-2 for the same reason and will also be completed on Friday.
