The Provisional Measure with alternatives to the increase in IOF was sent by the Lula government. The Provisional Measure provides for the incidence of Income Tax on new issues of currently exempt securities, such as LCA (Agricultural Credit Letter), LCI (Real Estate Credit Letter), CRI (Real Estate Receivable Certificate), CRA (Agribusiness Receivable Certificate) and incentivized debentures at a rate of 5%. It also includes the Pé-de-Meia Program in the constitutional floor for education. Bets and fintechs will also have an increase in taxation.

The proposal also makes adjustments to the fiscal framework. The provisional measure is already in force, but to become law, it must be processed by a joint committee and voted on in the plenary sessions of the Chamber of Deputies and the Senate. It is valid for 120 days. If it is not considered within 45 days, it will be considered urgent and will block the agenda of the Houses.
