In defeat for the government, Congress overturns new IOF decrees

Alcolumbre supported a bill against the Lula government. The gesture goes against the good relationship that the Senate president has established with the president of the Republic. Motta also did not inform the government of the decision to overturn the IOF.

Motta set the voting agenda for the bill that revokes the IOF increase issued by the Executive. The leaders were surprised by the decision after the president of the Chamber published it on social media and the message he sent to the leaders' group . In addition to the proposal, the voting agenda includes two provisional measures from the government.

Between May and June, the federal government published two decrees and two provisional measures increasing the IOF rates for various financial transactions . For example, the rate for purchases with international credit, debit and prepaid cards rose from 3.38% to 3.5%. Credit transactions for legal entities of the drawee risk type, previously exempt, now have a tax rate of 0.0082% per day.

The Speaker of the House chose Bolsonarist Colonel Crisóstomo (PL-RO) to report on the proposal. An opposition member, the congressman was one of the organizers of the collection of signatures for the CPI that should investigate fraud in the INSS. Alcolumbre chose Senator Izalci Lucas (PL-DF), also a Bolsonarist.

Motta broke the agreement to wait for the government to send the proposal to cut tax benefits, according to leaders interviewed by UOL. With that, the vote on the project could take place on July 8. That's because, next week, Motta is expected to be at the 13th edition of the Lisbon Forum, an event organized by an institute of which STF Justice Gilmar Mendes is a partner.

Some leaders told reporters that they were not consulted and there was no commitment to vote on the bill today. Motta, however, reportedly communicated the decision to other leaders of the centrist party who are closer to him. The Chamber had already voted on the urgency of the PDL in a message to the government , amid complaints about the delay in the payment of amendments and the measures to increase taxes, but there was no commitment to vote on the bill.
