TH paid X and charged 10 times more from drug traffickers for anti-drones, with a profit of R$3 million, says PF
TH Joias profited from sales to criminals, investigation says
Federal Police investigations show that TH offered devices to various factions at prices well above what he actually purchased them for, an overcharge that, according to calculations, reached R$3 million.
"Buyer, seller of weapons and drugs. Drones, smuggling, he made money from this by taking advantage of drug lords who thought the price was X and, in reality, it was 10 times more than what he charged," said the superintendent of the Federal Police in Rio, delegate Fábio Galvão.
The documents show that the former parliamentarian purchased the products from a Chinese supplier between June 2024 and March 2025. During this period, TH already held a seat as a state deputy in the Legislative Assembly (Alerj).
- Among the devices are:
- 1 "Backpack" type signal blocker;
- 2 Drone Detectors;
- 7 anti-drone bazookas
The purchase price, according to the investigation, was approximately R$155,000 at the current dollar exchange rate. Information obtained by the Federal Police shows that the former congressman overpriced the equipment when selling it to criminals from both factions.
During the same period, the then deputy participated in the delivery of 214 new vehicles so that police officers could fight crime.
In the decision by Judge Macário Ramos Júdice Neto, the politician offered each of the 10 devices for R$300,000 to drug traffickers Gabriel Dias de Oliveira, known as Índio, and to the head of Comando Vermelho, Luciano Martiniano, known as Pezão.
In one of the cases analyzed by investigators, the head of drug trafficking in Maré, Thiago da Silva Forly, also known as TH, reports that he paid more than R$200,000 for equipment.

According to investigations, the products were purchased by TH Jóias and then offered to the three drug trafficking factions that dispute territories in Rio de Janeiro.
The documents show that the former parliamentarian purchased the products from a Chinese supplier between June 2024 and March 2025. During this period, TH already held a seat as a state deputy in the Legislative Assembly (Alerj).
According to investigations, federal delegate Gustavo Stteel, also arrested, was playing the same double game.
The Federal Police sent information to the courts proving that Chief Gustavo Stteel carried out a detailed survey of personal data, images and functional information of a federal chief responsible for the investigations to pass on to drug traffickers.
At the same time, he asked Luiz Eduardo Cunha, known as Dudu, an advisor to TH Jóias, for a position in the Legislative Assembly. Stationed at Galeão International Airport, Stteel told Dudu about the routine of the Federal Police's shifts there, reporting on drug or medication seizures.

The Federal Police requested Stteel's transfer to a federal prison. The Federal Regional Court of the 2nd Region denied the request and ordered his removal from office.
Gustavo Stteel is being held at Constantino Kokotós, in Niterói, in the Metropolitan Region of Rio, a prison unit for police officers and former police officers.
TH Jóias lawyers sent a note:
"The defense of state representative Thiego Raimundo dos Santos Silva considers the accusations that have been repeatedly made against him to be absurd. This is a repetition of facts already explored previously, in a clear move of political persecution against a legitimate representative of the people of Rio de Janeiro.
To date, the defense has not had full access to the records, which demonstrates a violation of the constitutional right to adversarial proceedings and a full defense. We reaffirm our commitment to clarifying all points and demonstrating the congressman's complete innocence."
Gustavo Stteel's defense team said in a statement:
" The defense of Federal Police Delegate Gustavo Stteel publicly clarifies that his client is innocent of the accusations attributed to him, which will be demonstrated during the course of the process that, the defense is confident, will respect due legal process, especially constitutional guarantees.
Gustavo Stteel built his professional career based on principles of ethics, integrity, and exemplary conduct—attributes that have always characterized his outstanding professional performance, widely recognized throughout his long career in the Federal Police. His career demonstrates a commitment to legality, probity, and the defense of society.
We emphasize that the preventive detention decree, as it specifically refers to our constituent, is not based on concrete evidence, but rather on mere assumptions and conjectures, the incorrectness of which will be duly clarified by the defense in the proceedings.
We reaffirm our confidence in justice and in the full elucidation of the facts, certain that the innocence of our constituent will be recognized."
