For clothes: foreigner loses cap with prohibited symbols on Novgorod section of M-10

A citizen of Uzbekistan was brought to administrative responsibility by Novgorod law enforcement agencies for publicly displaying a symbol of an extremist organization banned in Russia. The Chudovsky District Court found his actions to be "propaganda or public display of Nazi paraphernalia or symbols, or paraphernalia or symbols similar to Nazi paraphernalia or symbols to the point of confusion, or paraphernalia or symbols of extremist organizations, or other paraphernalia or symbols," although without any indication of a criminal offense.
The judge established that on May 11, this foreigner publicly displayed a cap with an image of an 8-pointed star with black and white rays, which is a symbol of the extremist organization "A.U.E." banned in the Russian Federation, on the 579th kilometer of the M-10 "Russia" highway. Did this citizen know that since 2020, the international public movement "Arrested Criminal Unity", or "Arrested Way of Life", or "Arrested Ukrainian Unity", or has been recognized as extremist and its activities are banned in the Russian Federation, in connection with which it is included under number 78 in the List of public associations in respect of which the court has made a decision that has entered into legal force to liquidate or prohibit activities on the grounds provided for by Federal Law No. 114-FZ of July 25, 2002?
Let us add that there is a weigh control point at 579 km of the M-10 highway.
At the court hearing, the offender admitted his guilt in full and repented of his actions. As a result, he was sentenced to a fine of 1,000 rubles with confiscation of the object of the offense - the above-described cap.
