The Sovetsky Court of Orsk is considering a criminal case of fraud against the former head of the city district, who is accused of illegally receiving 600 thousand rubles in compensation for the loss of property during a major flood in the Orenburg region last spring, the court reports. "The Sovetsky District Court of Orsk has begun considering a criminal case against a resident of Orsk, who previously served as the acting head of the district, who is accused of committing fraud in receiving payments (Part 3 of Article 159.2 of the Criminal Code of the Russian Federation)," the press release says. During the preliminary investigation, it was established that after the flood that occurred in the Orenburg region in April 2024, the woman fraudulently received financial assistance payments in connection with the loss of essential property as a result of an emergency in order to steal budget funds. "Even before the flood, the Orsk resident and her husband rented a house to store furniture, dishes and other household appliances from the residential premises where they permanently lived during the renovation work. During the flood, the rented house was flooded. Being aware of the procedure for receiving compensation payments, the administration employee instructed her husband to take a certificate from his place of work about permanent residence in the flooded house, which she subsequently submitted to the interdepartmental commission, and also reported the loss of essential property," the court noted. Thus, the official received 600 thousand rubles, the authority specified. "During the court hearing, written materials of the case were examined, the testimony of a representative of the Ministry of Social Development of the Orenburg Region was read out. The court hearing to consider the criminal case was postponed to ensure the appearance of witnesses until May 22," the report says. The Sovetsky District of Orsk was headed by Yulia Bednaya from November 19, 2024 to March 24, 2025. The city's website reports that she is currently the first deputy head of the district and oversees work on the repair and maintenance of municipal housing stock, sanitary cleaning of the territory, landscaping, repair and maintenance of roads. The official also heads the district flood control commission. On April 7, 2024, a federal emergency was declared in the Orenburg Region due to flooding. On April 5, a dam on the Ural River burst in Orsk, and part of the city ended up in the flood zone. Mass evacuation was carried out. The Russian government sent 490 million rubles to the region to provide social support to citizens affected by the flood.
