The State Duma will continue to fight cyber fraud

The State Duma will consider a new bill on combating cyber fraud next week. It proposes requiring mobile operators to stop refunding subscribers' advance payments if law enforcement suspects that the funds were obtained through criminal activity.

This will help prevent thefts and facilitate prompt compensation for damages to victims. State Duma Chairman Vyacheslav Volodin wrote about this in his Telegram channel . According to him, more than 80% of crimes in the digital environment are remote thefts.

Information security expert and CEO of Phishman Alexey Gorelkin comments:

— We see that there are now a lot of legislative initiatives, and in general, a lot of changes in legislation aimed at making it more difficult for criminals to withdraw funds. This includes tightening Federal Law No. 115 and all sorts of things related to increasing criminal liability for droppers. This initiative is also to make it more difficult for criminals to bypass banking controls, because it is possible to top up mobile accounts with various types of money and then withdraw money through them or seize citizens' funds. And now, apparently, there will be another initiative to make life more difficult for criminals and so that they cannot withdraw money through mobile numbers. Because now you can put money on a mobile account and then, firstly, pay for some services with this money, and you can also, let's say, transfer this money to other mobile numbers, and then cash it out through various banks. Therefore, this is another initiative to make it simply unprofitable for attackers to work in the cyber environment, so that they leave it or attacks become more expensive for them, thereby attacking fewer citizens.

— So it will be like a bank system: if large amounts are replenished, they can block it for a while to figure out where the money comes from and where it goes. Will the same thing happen with phone numbers?

— Yes. We don’t know yet what kind of initiative will be there, but most likely, yes, what we already have in banks this template will be applied to other funds, including those that may be in the accounts of numbers. There will be a slightly different control over this money, apparently, they will strengthen this control and make it more similar to counteracting cyber fraud in the banking environment.

According to the Bank of Russia, in the first quarter of this year alone, bank fraudsters stole about 7 billion rubles from Russians, which is one and a half times more than the year before.
