The Krasnoyarsk Territory Ministry of Health has appointed an acting head

Little information is available about the new head of the agency. It is known that he served as Deputy Director and Head of the Department for the Organization and Modernization of Compulsory Medical Insurance at the Krasnoyarsk Territory Compulsory Medical Insurance Fund. In September 2025, Alexey Konovalenko transferred to the Ministry of Health, where he was appointed Deputy Head of the agency. In this position, he managed the HR and Legal Affairs, Digital Transformation, and Project Management departments.

Natalia Govorushkina left her post on June 15, 2025. She resigned voluntarily, without giving reasons. According to local media, the official attempted to resign three times. She allegedly submitted her last resignation on June 6.

An audio recording has circulated online, allegedly showing Govorushkina making heated and vehement comments during a meeting about the shortage of subsidized medications. According to TVK, she allegedly attempted to shift the blame to Gubernskie Apteki.

Investigators opened a criminal case for negligence related to the shortage of subsidized medications in March 2025. Searches were conducted at the Krasnoyarsk Ministry of Health, but no arrests were reported. The ministry reported that it had conducted an internal investigation to determine the cause of the shortage of medications for those entitled to benefits. Tatyana Erokhina, Deputy Minister for Financial and Economic Affairs and Head of the Public Procurement Department, was named as responsible for the situation.

Erokhina herself claimed that "the audit and its results were completely distorted, in an obvious attempt to blame the state procurement department," and that Health Minister Natalia Govorushkina was directly responsible for the volume of requests. "In early October 2024, the minister personally suspended procurement by order. Therefore, my department, in order to correct the suspension, processed requests on weekends and holidays to avoid leaving people without medications. It seemed the problem had been averted, but as it turned out, the real problem was that the request for 2025 was only 33% of the 2024 request, according to the regional Accounts Chamber. The request should have been larger, but it was three times smaller," Erokhina explained.
