REGULATIONS WILL BE MADE FOR BANKS AND FINANCE INSTITUTIONS
In a statement made by the ministry, it was reminded that the Judicial Reform Strategy Document announced by President Recep Tayyip Erdoğan on January 22nd consists of 5 purposes, 45 goals and 264 activities. It was stated that the document aims to increase trust in justice, ensure that citizens benefit from judicial services in the most fair and effective way, protect and strengthen fundamental rights and freedoms, and eliminate the perception of impunity.
Within the scope of the document prepared with the vision of a justice system based on the rule of law, predictable and without delay, it was stated that regulations will be made on banks and financial institutions and telephone subscriptions in order to increase the effectiveness of the criminal justice system. It was stated that new measures will be taken especially against fraud and theft crimes committed using banking and information systems.
ADMINISTRATIVE FINE IS COMING
Within the scope of the regulations to be made, if the information or document requested by the public prosecutor, judge or court is not delivered within 10 days in the investigations and prosecutions carried out in the judicial processes, administrative fines will be imposed on banks and financial institutions. In crimes committed through information systems, the relevant accounts will be suspended for a certain period of time and the interest in the account subject to the crime may be seized without the requirement of obtaining a report specified in Article 128 of the CMK.
ANYONE WHOSE FACE CANNOT BE DETECTED WILL NOT BE ABLE TO DO ANY ACTION
The seized interest will be returned to its owner if it is understood that it belongs to the victim who suffered damage from the crime. An account cannot be opened in banks and electronic payment institutions without a chip ID verification. In addition, individuals whose facial images cannot be detected by the ATM security camera will not be able to make transactions through the ATM.
ATM security camera recordings will be kept for at least 2 years. In order to prevent crimes, identity verification methods for phone subscriptions will be tightened and all phone subscription records will be updated. Lines that do not update their subscription records within the specified period will be closed to communication. With the new regulation, citizens will be able to have a maximum of 3 mobile communication lines, and foreigners will be able to have a maximum of 1. Phone lines detected to be used in fraudulent crimes may be disconnected.
