Minister of Environment, Urbanization and Climate Change Murat Kurum answered questions and made statements regarding current events in the live broadcast of TRT News .
The institution said that the 500,000 social housing project, called the " Housing Project of the Century ," is a project that has not been implemented before.
Kurum stated that population was taken into account in the distribution of housing by province, saying, "We determined which regions saw rising housing and rental prices and needed more supply. We determined our areas according to need."
"This will be a project that will reduce housing rents and housing prices," Kurum said, adding that their goal is to both carry out earthquake transformation and help low-income citizens who do not have homes become homeowners.
Minister Kurum announced that special quotas have been created for the families of martyrs, veterans, the disabled, retirees, young people and families with three or more children.
Kurum also touched upon the application requirements for the project and noted the following:
Citizens who already have a title deed as of October 24th will not be able to apply. We announced the project on October 24th and will accept applications on November 10th. Regarding the land, the applicant may own a shared residence or plot of land. The applicant's value must not exceed 1 million lira. They may have inherited shared land from their family, or they may have shares. Their share, based on the municipality's current market value, will not exceed 1 million lira. Families of martyrs and those disabled due to terrorism, war, or duty are exempt from this requirement. They do not have any real estate or maximum income requirements.

The institution stated that the monthly net household income for application must be at most 145,000 lira for Istanbul and 127,000 lira for other provinces.
Kurum stated that there are sample flats in Ankara and Istanbul and that anyone who wishes can see these flats.
Kurum underlined that the installment payment will be lower than the membership fee, and stated that the installments will start from 6,750 lira in Anatolia and 7,313 lira in Istanbul.
Kurum stated that applications for the project will begin on November 10th, saying, "We will receive applications until December 19th. We will begin our tenders, that is, the construction process, in November. We will hold our drawings in December, and the drawing process will continue until the beginning of March. We will deliver our first homes to our citizens in March 2027."
A special quota will be reserved for rental properties in Istanbul.
Emphasizing that they want to reduce rental prices, Kurum announced that 15,000 rental social housing units will be built in Istanbul alone in this context.
Kurum, stating that the management, maintenance, and inspection of these residences will be handled by TOKİ , said, "We will set aside quotas for these as well. We will announce them to our citizens... We will have quotas for young people, civil servants, and citizens who want to renovate their homes undergoing urban transformation. Our citizens will apply for these quotas, and if the number of applications exceeds our number of residences, we will draw lots in the presence of a notary."
Minister Kurum also stated that 500 neighborhood mansions will be built within the scope of the Housing Project of the Century.
Kurum stated that those with a building usage certificate and citizens living abroad cannot apply for the project, but those without income can apply for the project.
Kurum stated that those whose names were not drawn will be able to get their application fees refunded, saying, "Those whose names were drawn will continue the process, and those who were not drawn will have their money refunded to their accounts the next day. We will complete the process by March."
"THERE WILL BE NO INCREASE IN FEES ABOVE INFLATION"
Referring to the latest work carried out in the earthquake zone, Kurum said they are operating with 200,000 employees at 3,481 construction sites in 11 provinces.
Kurum, reminding that 304,836 residences have been delivered in the earthquake zone to date, said, "We will deliver the 350,000th residence in November. As promised, there are 453,000 beneficiaries by the end of the year, and we will be delivering all of the residences to our eligible citizens."
The institution stated that they will hand over the keys to the 450,000th house in Hatay in December with the participation of President Recep Tayyip Erdoğan.
Kurum stated that they are reviewing the legislation on shelters, preparing a new regulation, and bringing the standards up to date. He said, "This isn't a matter to be attributed to any extraordinary circumstances. There is a legislative update. We will be building shelters under what we call earthquake assembly areas and under public gardens, with the help of TOKİ."
Drawing attention to the exorbitant fee increases, Kurum noted the following:
There's a real complaint from our citizens regarding exorbitant dues. We're implementing regulations that will address this. Site management will be regulated. All will be classified. All will be subject to the Ministry's oversight. If our citizens request it, we will conduct an audit of the site management. Site management companies will be inspected annually. If any extraordinary circumstances arise during the audits, we will pursue the necessary criminal and legal action. Site management companies will not be able to increase dues beyond inflation. They will not be able to increase dues above the Wholesale Price Index (WPI) or Consumer Price Index (CPI), and they must submit this to the General Assembly within three months.
