What does the government predict the dollar exchange rate will be in 2026?

The Medium Term Program (MTP), covering the period 2026-2028, was published in the Official Gazette. This also resulted in the growth, inflation, and dollar exchange rate forecasts for the 2025-2026-2027 and 2028 periods.

Accordingly, the Medium Term Program (OVP) forecasts the average dollar exchange rate for 2025 as 39.63 TL. It is expected to be 46.60 TL in 2026. The dollar exchange rate is targeted to be 50.72 TL in 2027 and 53.75 TL in 2028.

According to calculations by CNBC-e, the dollar exchange rate averaged 38.3939 TL from the beginning of this year to September 9. To reach the 2025 average of 39.63 TL, as set in the Medium Term Program (OVP), the average dollar exchange rate would need to be 42.36 TL for the remainder of the year.

Tourism revenues

Regarding tourism revenues, the MTP stated, "Travel revenues increased by 7.9 percent in the first six months of 2025, reaching $23.8 billion. On an annualized basis, they reached $58.1 billion, a 10.5 percent increase compared to June 2024. Travel revenues are expected to increase moderately in the remaining months of the year, exceeding the MTP (2025-2027) target and reaching $60 billion in 2025."

The following goals were shared in the tourism-related section of the OVP:

* Within the scope of the Sustainable Tourism Program , studies will be carried out to accelerate the green transformation in tourism, and certification and documentation studies for tourism facilities and sector components will be expanded in line with the program objectives.

* Foreign exchange earning service trade focused on promotion and deepening in international markets, branding, efficiency and competitiveness will be supported in the sectors of tourism, logistics and transportation, IT, financial services and consultancy, education, health and sports tourism, fair organization, cultural industries, overseas contracting and technical consultancy, and green services.

* Promotional activities will be carried out to increase tourism revenue , strengthen existing markets, create new markets and reach visitors with a high propensity to spend.

* In order to diversify tourism and expand it to cover the whole year and the whole country, holistically planned tourism areas will be created that offer different tourism products simultaneously within the understanding of sustainable tourism, and thematic tourism focused on increasing income per visitor will be supported.

* Service capacity in the field of health tourism will be enhanced, and promotional and marketing activities will be increased. Sports diplomacy tools and regional and multilateral organizations aimed at developing sports tourism will be increased.

By making Türkiye an important film shooting center, the number of foreign films shot in our country will increase.
