Initially , tour operator Simon Cockerell hoped that the pandemic might actually make North Korea a more attractive destination for tourists. "I thought maybe the North Koreans would see an opportunity in being closed off and expand their offerings." Cockerell, a Briton from Thornbury, is general manager of the Chinese agency Koryo Tours, which has been offering trips for Western tourists to the mysterious kingdom of the Kim family from Beijing for over 30 years.
