A municipality began using artificial intelligence for public tenders.

In an unprecedented move in the country, the Municipality of Escobar became the first to incorporate artificial intelligence to manage its public bidding processes. It did so through the Ethix platform, an Argentine startup that applies technology to optimize contracting processes in the public and private sectors.

The main objective of the implementation is to improve efficiency, traceability, and transparency in the drafting and monitoring of bidding documents.

"This improves the quality of bidding processes, adding greater transparency," explained Mayor Ariel Sujarchuk.

The mayor noted that Escobar already has ISO 37001 anti-corruption certification and emphasized that this tool will allow for "fast, robust, and efficient processes."

Ethix's AI can interpret municipal, provincial, and national regulations and automate the preparation of specifications. Each municipal department can upload its information in a guided manner, reducing human error, overlaps between offices, and key omissions.

According to the company, everything is recorded, with traceability of who intervened and alerts for inconsistencies, which strengthens internal control.

In addition, the platform incorporates the Ethix Score system, which evaluates whether specifications comply with legal public procurement standards. It also analyzes previous tenders and supplier performance: whether they met deadlines, delivered quality, or were sanctioned.

This prevents awards to companies with negative track records.

Ivan Gauna, CEO and co-founder of Ethix, said: “Our mission is to help governments work better: more efficient, with more integrity, and more open. We are proud that Escobar is a pioneer in this change.”

For his part, Ivan Addolorato, the company's CTO, explained that the AI ​​was designed to "read, understand, and analyze legal documents in seconds," giving the government "an unprecedented advantage in anticipating problems and evaluating bidders with real data."

“Transparency isn't just an ideal; it's a responsibility of those of us who govern. Escobar set itself the goal of being the most innovative municipality in the country, with the highest level of incorporation of artificial intelligence,” Sujarchuk concluded.

In addition to streamlining administrative processes, Ethix's technology aims to improve citizen service. Residents are expected to access simpler procedures, faster responses, and a more agile and personalized government.

According to the company, AI allows them to anticipate needs, optimize resources, and offer more efficient solutions, strengthening the bond between the municipality and the community.
