Two out of three contracts awarded by the Generalitat already include social clauses.

Last year, the Generalitat of Catalonia awarded 16,295 contracts, excluding emergency contracts, for a total of €3.884 billion. Of these, two out of three included social clauses. These additional obligations are incorporated to promote social and environmental objectives beyond the mere execution of the contract.
Specifically, 11,656 contracts with social measures were awarded for a total of €2.971 billion, "the highest figure on record," according to the Department of Economy and Finance. Last year, the regional government was governed by the ERC (Republican Workers' Party) until May and by the PSC (Spanish Socialist Workers' Party) from August onward.
Contracts with social measures accounted for 76.5% of the total economic volume allocated, as well as 71.5% of the number of contracts.
These 11,656 contracts included a total of 22,399 different social measures, representing an average of 1.92 clauses per document.
The most frequent obligations were those related to gender equality (61.7%), job stability (34.2%), and job integration (18.7%). These were followed by fiscal transparency (13.4%), family conciliation (12.7%), and those related to improving working conditions (8.5%).
By type, supply contracts were those that incorporated the most social clauses (6,255 contracts), followed by service contracts (4,659) and construction contracts (734).
