The White House on Wednesday asked all U.S. federal agencies to prepare for mass layoffs of civil servants by "eliminating positions that are not needed."

The director of the Office of Management and Budget (OMB), Russell Vought, in a circular addressed to federal agencies, recalling that this was a campaign promise of Donald Trump, asks them in particular to set up a departure window, not to recruit to replace scheduled departures and to separate from employees considered to be "underperforming" .
