Quebec Tramway: Alstom contract transferred to CDPQ Infra

The contract concluded in spring 2023 between Alstom and the City of Quebec, for the rolling stock of the tramway project, has been transferred to CDPQ Infra.

The contract will be under the responsibility of Infra CITÉ, a subsidiary of CDPQ Infra, which will now assume the project management, according to a press release from the Ministry of Transport and Sustainable Mobility published on Monday.

Alstom was thus able to demonstrate that its rolling stock meets CDPQ Infra's technical and performance requirements. The equipment acquisition and maintenance costs proposed by Alstom, "despite the project's new technical requirements, remain comparable to those of the existing 2023 contract," the ministry said.

For the Deputy Prime Minister and Minister of Transport and Sustainable Mobility, Geneviève Guilbault, this is "a more than satisfactory outcome."

"[This transfer] avoids the delays and additional costs that could have been caused by holding a new call for tenders, when the priority is to deliver the best project at the best cost," she said.

"This agreement will help preserve quality jobs in Quebec, particularly at the Alstom plant in La Pocatière," added Ms. Guilbault.

Let us recall that since October 2024, CDPQ Infra has been responsible in particular for the analyses necessary for planning phase 1 of the CITÉ Plan.
