PENSION REFORM 2025, INPS DATAData from INPS 's Pension Flow Monitoring for the first six months of the year shows a 17.4% decline in early pensions (from 118,550 to 98,356). By year-end, as reported by Il Sole 24 Ore, the decline could reach 11%. Opzione Donna, in particular, suffered a significant decline, with 1,134 pensions, significantly less than half of the 3,590 pensions paid out at the end of 2024. Among private sector employees, the effective early retirement age rose to 61.3 years compared to the first half of 2024 (61.2 years), while for public sector employees, it decreased from 61.7 to 61.4 years. The average amount paid out was €2,076 per month.
Overall, however, pensions paid out in the first half of 2025 totaled 397,691, with an average amount of €1,215. It should not be overlooked that the average monthly disability pension falls to €810. INPS confirms the persistence of a gender gap in pensions , as highlighted in recent days by unions, institutions, and trade associations, since the average monthly pension paid to women was €1,009 compared to €1,449 for men, a difference of 30.37%. Regarding lower pensions, the Piedmontese Confederation of Workers' Compensation (FIPAC-Confesercenti) proposes introducing an annual personal income tax bonus of €960 for those earning up to €15,000 per year to compensate for the loss of purchasing power in recent years.
