Public housing: €1.5 million framework agreement for housing renovations

The City Council of Padua has approved a framework agreement for the renovation of public housing, divided into two lots of €750,000 each.
The resolution stems from the need to efficiently and structurally renovate currently vacant municipally-owned housing, so that it can then be assigned to households on the ERP (Energy Renewable Energy) lists. It specifically addresses construction, carpentry, and plumbing work.
This is an important resolution because it changes the way this type of intervention is handled. Rather than proceeding as in the past, where each individual renovation required a project, a call for tenders, and the associated complex administrative procedure, a framework agreement has been established for a total of €1.5 million, divided into two lots of €750,000 each, each of which provides €250,000 in funding for 2025 and an equal amount for 2026 and 2027. The successful bidder will therefore be required to proceed not with individual projects but with a comprehensive plan covering multiple units, indicated in the tender, albeit tentatively, and will be responsible for projects such as painting and plastering, flooring or carpentry, construction, and systems.
The works to be carried out in the framework agreement are defined in general terms, as they will depend on the administration's needs and requirements based on the ERP rankings and intervention priorities, i.e., which type of housing is most urgently needed based on the characteristics of those eligible to live there.
Housing Policy Councilor Francesca Benciolini explains: "These resolutions usher in a new era that will allow us to proceed more quickly and efficiently with the necessary work to ensure an ever-increasing number of public housing units, tailored to the needs of the families on the waiting list. I am very pleased with this outcome, first and foremost because it involves structural funds, over a three-year period, and it is a new approach that allows us to proceed more expeditiously compared to the current situation. Furthermore, this work follows a thorough mapping of our entire portfolio, which has allowed us to understand the needs and characteristics of each individual apartment, aimed at achieving zero vacancy rates for our portfolio, to meet an increasingly urgent need. This result is the culmination of eight years of work, with housing at the heart of our administrative efforts. This work is in addition to the more significant renovations, such as those on Via Stella, Via Ceron, Via Armistizio, and Via Rovereto, which require dedicated funding, and the daily maintenance work carried out by Aps Holding.
