From August 19th, telemarketing calls from Italian numbers will be suspended.

The first telemarketing revolution. Starting next Tuesday, August 19th, a ban will be introduced on commercial calls from abroad using fake Italian numbers to deceive citizens.
Assoutenti reminds us of this, but emphasizes that the new rule will only affect calls from landlines.
"The new anti-spoofing filters imposed by the Communications Authority on telephone operators will become operational starting Tuesday, August 19," explains President Gabriele Melluso.
Calling Line Identification Spoofing (CLI) is a technique that allows callers to mask their telephone number: the caller uses software that allows them to modify their caller ID, making it appear as if they're calling a different number than their real one. The recipient of the call sees this fake number appear, unaware that it's a fake identity, and is therefore tricked into answering the phone. This technique is used by illegal operators and call centers to sell financial investments and even energy supply contracts through telemarketing.
Specifically, with a resolution published on May 19, Agcom approved the regulation containing provisions to protect end users regarding transparency in the provision of electronic communications services and the presentation of the calling number, Assoutenti writes. The resolution requires national operators receiving calls delivered by foreign operators to block calls to Italian landlines and Italian mobile numbers in Italy, unless the user is actually roaming abroad.
The measures will be implemented in two phases: the first on August 19th, and will exclusively block calls from abroad using Italian landline numbers; the second, on November 19th, will block calls using Italian mobile numbers. Those who fail to comply will face fines of up to €1 million.
"This is a first step in combating the hateful phenomenon of aggressive telemarketing, but it won't put an end to unwanted commercial calls," Melluso warns. "We'll have to wait until November."
