Large beach resorts, swimming pools, and a 37% increase in free beach space: from the seafront to the shoreline, what's changing in Rimini?

Rimini, August 8, 2025 - Large beach resorts with a 250-meter beachfront, 300-square-meter swimming pools , restaurant terraces on the sand, and basketball and paddle tennis courts.
This is also among the possibilities included in the Beach Plan approved Thursday evening by the Rimini City Council.
To make the Plan operational, it will be necessary to wait for its publication in the Official Regional Bulletin (Bupert). It will take just a few days, after which any intervention on the beach will have to refer to the Plan's indications.
The true effects of the comprehensive document approved by the council will be seen when the beach concessions are renewed, expected by the summer of 2027. This is because, as the municipality underlines, "demolition and reconstruction is provided for by law, specifically by Article 49 of the Navigation Code, which requires that upon expiration of the concession, the state-owned property be returned to the State free of any artefacts."
The objectives of Rimini's new beach planThe urban planning tool is based on 11 objectives : maintaining the number of existing concessions unchanged; increasing visual permeability; increasing the number of free-form beaches; reducing covered areas by 10% and redistributing them; promoting the deseasonalization of the beach (the sea in winter ); strengthening connections between the beach, the Sea Park, and the city; promoting the architectural quality of the buildings and the environmental and landscape quality; reducing the risks associated with coastal flooding; equipping the beach with prevention measures to increase safety; and improving accessibility for all users.

Regarding free beaches , the Municipality intends to increase their presence by 37% , without, however, reducing the number of beach concessions. This means that some existing concessions will be reduced.
The aim is not to simply offer larger portions of free beach, but to create passages from the squares and viewpoints built along the seafront all the way to the shoreline.
What's new on the beachAnd here are the innovations that can be brought to the sand. The Plan favors micro (2-3 concessions that merge) and macro aggregations (8 concessions). Those who manage to build a 250-meter stretch of beachfront will be able to build large swimming pools , sports areas, and restaurants with sea-view terraces, and they can also install a beach bar.

"This Plan projects our beach into the future," Mayor Jamil Sadegholvaad emphasizes, "and considers the beach as a part of the city, eliminating the sort of boundary that made it a distinct space from the rest. It is a Plan that integrates the beach with the Parco del Mare, that increases the number of free-to-use beaches, that promotes the micro and macro aggregations of concessions that can have greater scope for improving environmental quality and services, but which at the same time also offers individual concessionaires the opportunity to intervene, a possibility that was previously precluded." For the mayor, the urban planning tool will be flexible, "it will not be monolithic at all. Rather, it diversifies and innovates, with many strengths such as increased visual permeability and the possibility of acting on strategic areas in need of redevelopment, such as the former Enel colony and the Triangolone ."
Finally, a thought for the calls for concession renewals. "I believe good work has been done in recent months. It's clear that for the future, obviously tied to the priority issue of the Bolkestein , we're keeping the door open for discussions with trade associations, operators, and the city regarding everything related to improving the quality and usability of our beach."
