"In recent months, the Municipal Administration has implemented two significant budget changes and the general adjustment that the Council approved with the favorable opinion of the Board of Auditors. These three distinct phases converge in a single strategy aimed at strengthening services, infrastructure, and financial sustainability, without burdening citizens. All these interventions were carried out under the supervision of the Municipal Administration, with the political guidance of Deputy Mayor Riccardo Marzi, the technical guidance of Budget Councilor Alessandro Rivi, and the professionalism of our financial offices, which ensured the correct allocation of the surplus for co-financing, urgent maintenance, and emergencies. The first two changes made it possible to tap external resources and promptly reallocate internal funds to key initiatives. Thanks to the recovery of IMU (property tax) revenues and the exceeding of dividend forecasts for the Coingas and Nuove Acque subsidiaries, a total of over €150,000 in additional resources was raised, immediately allocated to road maintenance, public green spaces, and the retrofitting of school buildings damaged by severe weather. At the same time, the co-financing of energy efficiency projects—including Palazzo Aggiunti and Palazzo delle Laudi—co-financed with less than €10,000 of municipal funds, amounting to approximately €460,000 of work, confirming the authority's ability to maximize the effectiveness of every euro spent. Equally significant was the investment in the municipal school system, with the purchase of modules for the Buonarroti middle school and the expansion of the gymnasium, made possible by the proceeds from the sale of municipal assets. The general budget adjustment, which closes the loop on these operations, certifies overall balance: as of June 30, the cash fund stands at €8.6 million, with year-end forecasts of around €3.5 million, without recourse to cash advances. Furthermore, a €70,309 loan from Monte dei Paschi di Siena was repaid early, freeing up financial space for a new €170,000 loan dedicated to urgent road maintenance. Alongside these technical decisions, the Administration has confirmed its political vision through a comprehensive program of works: from the roundabout between Viale Osimo and Via del Frantoio to the redevelopment of Porta Romana and Via Beato Ranieri, including new strategic parking lots and the installation of LED lighting and video surveillance systems. Cultural heritage is also being addressed: the former Luca Pacioli school, now equipped with emergency lighting, will be ready to host the Museum of Arts and Crafts, a new tourist and cultural attraction for the Tiber Valley. Thanks to these new initiatives, the city will have a stable audience for the benefit of all citizens in the years to come. Finally, two digitalization projects under the PNRR—from digital civil status to the simplification of SUAP and SUE procedures—will bring concrete benefits to citizens, making municipal services faster and more transparent.
